 "I'm embarrassed" se utiliza para el tipo de verguenza que pasas en una situación embarazosa. Es decir, si se te cae la falda en medio de la calle, estás embarrassed :P Ashamed es más para una verguenza más negativa, como de arrepentimiento. Osea, si le has hecho daño a alguien y luego te arrepientes, dices "I'm ashamed (x ejemplo) of my behaviour".
